The Office of Small Business Advocate (OSBA) provides information and assistance to small businesses to help them succeed in the California marketplace. OSBA hosts a variety of summits, forums and interagency meetings. It also maintains a comprehensive list of resources for small business technical assistance, financing and state procurement.

The Innovation and Entrepreneurship Unit serves as the point of contact for promoting California’s innovation infrastructure. This unit is primarily responsible for the administration of California’s Innovation Hub (iHub) Program; the largest innovation network in the country. The unit functions to develop an environment that encourages entrepreneurship, promotes long-term economic growth and facilitates job creation through innovation. It also serves to convenes key stakeholders needed to support GO-Biz activities throughout the state as well as stimulate entrepreneurship and the development of California’s innovation workforce.

CA Made is a new state labeling program designed to encourage consumer product awareness and to promote the purchase of products manufactured in California. The program is administered by the Governor's Office of Business and Economic Development (GO-Biz). CA Made provides the following services to approved products:

  • A license to use the CA Made label on products, packaging, and point of sale merchandising.
  • Placement of the product and company biography on the CA Made website.
  • Information on services from program partners.
  • Marketing via GO-Biz's social media sites (e.g. Twitter, Facebook).

The program’s branding will communicate a message that is inclusive of the state’s diverse regions and manufacturers and that represents California as a world leader in innovation, style, and quality goods.

The program supports a wide variety of manufactured products covering multiple industries. Examples of products may include apparel, furniture, software, art, household goods, handmade items, and toys.

The California Business Investment Services (CalBIS) Unit provides no-fee, tailored site selection services to employers, corporate real estate executives, and site location consultants who are considering California for relocation and/or expansion. Our staff is available to help identify the advantages of considering California locations for business relocation and expansion.  

In addition to site selection, the CalBIS team assists businesses with a wide array of incentives, resources, and services including: 

  • Financial assistance and loan programs
  • Labor availability and education information
  • State and local permit assistance
  • Transportation and infrastructure information
  • Information on tax credits and other incentive programs
  • Economic and demographic data

Additionally, GO-Biz serves as a company's liaison to California's regulatory agencies and local governments throughout the state.

With over 95 percent of the world’s population and 80 percent of the world’s purchasing power outside of the United States, international trade and investment have become a critical component for California’s economic growth and engine for creating jobs. In 2015, California goods exports accounted for $165.4 billion. Further, international trade supported more than 775,000 California jobs, and foreign-owned companies employed over 631,500 workers in California.

To capitalize on this immense global opportunity, the International Affairs and Business Unit is the state’s primary point of contact for expanding California’s international trade and investment relations. The unit works to drive business for California and to address barriers to the Golden State's continued global economic strength. The unit provides critical support on issues relating to international trade and investment opportunities, foreign relations, international agreements and partnerships with the countries that have a friendly relationship with California.

The California Competes Tax Credit is an income tax credit available to businesses who want to come, stay, or grow in California. Tax credit agreements are negotiated by GO-Biz and approved by a statutorily created “California Competes Tax Credit Committee,” consisting of the State Treasurer, the Director of the Department of Finance, the Director of GO-Biz, and one appointee each by the Speaker of the Assembly and Senate Committee on Rules.



For fiscal year 2016-17, GO-Biz will accept applications for the California Competes Tax Credit during the following periods:

  • July 25, 2016, through August 22, 2016 ($75 million available)
  • January 2, 2017, through January 23, 2017 ($100 million available)
  • March 6, 2017, through March, 27, 2017 ($68.3 million plus any remaining unallocated amounts from the previous application periods)
